Request for Proposals: Strategy Development Workshop Facilitator, Kenya

Introduction

Transform Health, is a global coalition that works to advocate for digital health transformation to achieve the UN Sustainable Development Goal around universal health coverage by 2030. We have a number of objectives that we are working towards nationally, regionally and globally, including advocating for a better digital health enabling environment (by supporting governments to put  the right laws, regulations, standards and policies in place through our national coalitions), an equity and inclusive health data governance framework that gets adopted by WHO member states (for better cross-data sharing and data use), and increased and coordinated digital health investment.

We are looking for a consultant with prior experience evaluating programs/advocacy programmes and experience engaging stakeholders from multiple sectors to host an evaluation and strategy development workshop with Transform Health Kenya. Transform Health Kenya is a coalition of 32 organisations and institutions in Kenya working on health and human rights, with key and affected populations, youth, women, and marginalised communities, all of whom are committed to achieving Universal Health Coverage through the use of digital technologies and data. The coalition is coordinated by the Kenya Legal & Ethical Issues Network on HIV and AIDS (KELIN), and was launched in 2022. 

The workshop will be a mix of wider coalition reflections / learning and engagement with our coalition coordinating partner . During this workshop, we will also evaluate Transform Health Kenya’s 2 year achievements and key takeaways  for the period of 2022 – 2024. 

Date:  22nd – 24th April 2024 ( half day on 24th April 2024)

Location : Nairobi, Kenya 

 

Scope of Work 

The facilitator will moderate a 2,5 day workshop with the aim to review the impact to date (and support the co-creation process to develop Transform Health Kenya’s strategy and work plan for the next 2 years  (1 August  2024 – 31st July 2026) through a participatory process involving staff, the coalition members, and the wider partnership . 

Specific objectives of the workshop include the following:

  1. To review the previous 2,5 years of implementation with a focus on results achieved, lessons learnt, gaps and challenges faced in implementation and making recommendations to inform the new strategy and work plan.
  2. To facilitate consultative meetings with project staff andTHK coalition partners aimed at collecting and collating information for the development of the next 2 year strategy and work plan.
  3. To develop a two year strategy and work plan (for the period Aug 2024-Jul 2026).

 

Expected deliverables

The workshop will be expected to have the following key deliverables:

  1. A report which captures the results achieved, lessons learned, gaps, challenges and opportunities in implementation, with recommendations for the way forward over the next 2 years.
  2. Outline of key thematic areas for the two-year strategy and work plan for THK.

The facilitator is expected to deliver:

  • A final report which captures key challenges, reflections and lessons learnt from the initial 2 years of the Transform Health Kenya coalition (Jul 2022-June 2024) – as above.
  • A workshop report which summarises the key strategic objectives, activities and approaches and lays the foundation for THK strategy and work plan over the next 2 years.

 

Tentative Agenda (summary)

  • Day 1 – reflection over the past 2 year’s achievements and lessons learnt from Transform Health Kenya  ( 40-50 participants)
  • Day 2 – navigating the way forward, identifying opportunities and  key thematic areas.
  • Day 3  (half day) –  high level planning for a 2 year strategy and work plan.

Please include the following in your submission:

  • A  2 page CV & 1 page Cover Letter showing in particular your suitability for evaluating programs/advocacy work and having  at least 6 years of experience engaging stakeholders from multiple sectors. We prefer innovative and engaging methodologies.
  • One page outline of how you would approach the 2.5 day session including your daily rate in US$.

Preference will be given to individuals  living in Kenya or the region. Selection will take place by 31st March 2024 and might require a discussion with the team if the proposal is shortlisted.
