Transform Health brought together health, legal, technology, and policy leaders to tackle one of the defining questions of the digital age: without strong legislation, can health data – and the AI systems built on it – ever truly be trusted?

The conversation made one thing clear: political momentum to strengthen health data and AI governance is real and growing, but it must be channelled toward a concrete goal – such as a World Health Assembly resolution in May 2027.

It also made clear that this can’t be government action alone. Robust legislation only works if it reflects the perspectives of the communities, private sector actors, and parliamentarians who will live with, and be accountable for its implementation.

Right now, so many global and regional processes are converging on this same challenge. The task ahead is alignment – bringing these efforts together toward one shared framework.
