Overview of Transform Health

Transform Health is a global coalition of more than 200 organisations committed to achieving Universal Health Coverage (UHC) by 2030 through equitable digital transformation of health systems. The coalition works across six priority countries – Kenya, Senegal, India, Indonesia, Mexico, and Ecuador – to strengthen enabling environments for digital health through policy advocacy, health data governance, and improved investment coordination.

In Mexico, Transform Health operates through a national coalition coordinated by Fundación Mexicana para la Salud (FUNSALUD), bringing together stakeholders from government, academia, civil society, and the private sector to advance national dialogue and policy progress on digital health transformation.

As the coalition continues to develop its strategy and partnerships in Mexico, Transform Health seeks to engage an independent consultant based in Mexico City to support a short strategic review process. This assignment will involve reviewing progress to date through, engagement of coalition partners, facilitating strategic discussions, and providing recommendations on the coalition’s forward direction and opportunities for impact within Mexico’s evolving policy environment.  Importantly, the strategic review is also expected to assess and determine the relevance of the National Coalition in the prevailing national context.

 

Purpose and Objectives of Strategic Assessment

The purpose of this consultancy is to provide an independent strategic assessment of Transform Health Mexico, including:

    • Reviewing progress made to date by the coalition through engaging with coalition members and key stakeholders
    • Facilitating strategic discussions during the 2 day in-person workshop
    • Providing recommendations on the coalition’s relevance, future strategic direction and opportunities for policy influence within Mexico
    • Drafting theory of change for the next phase of work

The assignment will help ensure that Transform Health’s work in Mexico effectively supports national digital health priorities and strengthens the enabling environment for equitable digital health transformation.

 

Scope of Work

Key Strategic Questions

The consultant will lead the strategic review and workshop discussions around the following key questions:

Coalition Progress and Relevance

    • To what extent has the Transform Health coalition in Mexico progressed toward its objectives of strengthening the enabling environment for digital health transformation?
    • How effectively are coalition activities aligned with Transform Health’s global priorities on digital health governance, policy influence, and investment?
    • What are the recent developments in the national context that present opportunities/challenges  for policy engagement at the national/sub-national level.
    • Considering the above, how relevant is Transform Health Mexico as a policy and advocacy coalition for strengthened digital health ecosystem in the prevailing national context?

Coalition Functioning and Partnerships

    • Are coalition members meaningfully engaged and contributing to shared objectives?
    • How effective are the current partnership and coordination mechanisms in supporting coalition progress?
    • To what extent do coalition members know and own the objectives of Transform Health Mexico?
    • What do members of the coalition feel is working well? What needs to change or stop?

Policy Influence and Strategic Positioning

    • What is the most important thing we learned/achieved that has actually changed how Mexico implements digital health/UHC going forward?
    • How well positioned is the coalition to influence digital health policy discussions in Mexico?
    • What opportunities exist for deeper engagement with government, policymakers, and key national stakeholders?
    • Which elements of this transformation are truly embedded in the system now, and which are still dependent on temporary support?
    • What strategic approaches could strengthen Transform Health’s credibility and influence within Mexico’s health policy ecosystem?

Forward Strategy

    • What strategic adjustments could enhance the coalition’s impact over the next 12–24 months?
    • What institutional arrangements, partnerships, or approaches may strengthen the coalition’s effectiveness moving forward?
    • Considering the policy and governance environment in Mexico, is TH-Mexico’s ways of working and approaches relevant?

 

Deliverables

The consultant will undertake the following tasks:

1. Document Review and Preparation

    • Review key documents related to the Transform Health Mexico coalition, including:

        • Quarterly reports
        • Coalition Strategy and workplans
        • Relevant policy documents
        • Transform Health global strategy
    • Develop a brief analytical framework to guide stakeholder consultations and workshop discussions. 

2. Strategic Assessment

    • Conduct key informant interviews with selected stakeholders, including:
        • Transform Health Mexico coalition partners
        • Representatives from the lead coordinator (FUNSALUD)
        • Government stakeholders, including representatives from relevant health and digital transformation institutions
        • Academic partners, particularly those involved in digital health and medical education (UNAM)
        • Civil society organisations and youth organisations
        • Private sector stakeholders engaged in digital health innovation
        • Selected Transform Health Secretariat staff and global partners
    • Gather perspectives on coalition progress, effectiveness, and opportunities for strengthening collaboration.
    • Provide a draft strategic assessment (based on the Key Strategic Questions listed previously) of Transform Health Mexico ahead of the strategy and reflection workshop. This must be submitted by June 1 2026 and will be used to inform the workshop.  

3. Facilitation of Strategy and Reflection Workshop

    • Participate in key partner meetings and coalition engagements during the week of June 8.
    • Facilitate a two-day strategy workshop (June 10-11) with coalition partners.
    • Lead discussions on:
        • Progress to date
        • Strategic priorities
        • Opportunities for strengthening policy engagement and coalition impact
        • Sustainability of the NC including fundraising plans
        • Summarising key findings and strategic directions. 

4. Final Strategic Assessment and Recommendations

Following the key informant interviews and workshop, the consultant will produce a forward-looking assessment covering:

    • An objective assessment of the relevance of TH-Mexico and its approaches to influencing policy and legislation in the prevailing governance environment.
    • Progress and achievements of the coalition to date
    • Opportunities to strengthen the coalition’s role in Mexico’s digital health policy landscape
    • Recommendations for improving collaboration, coordination, and strategic positioning

A validation call with Transform Health will be held following the workshop to review key findings before finalisation.

This must be submitted by June 20 2026.

Consultant Profile

The consultant should have the following qualifications:

    • Based in Mexico City with strong familiarity with the Mexican health policy environment
    • At least 8+ years of experience in health policy, digital health, public health systems, or health governance
    • Fluency in Spanish and English
    • Experience engaging with government institutions, civil society organisations, and multistakeholder coalitions
    • Demonstrated experience facilitating strategic workshops or policy dialogues
    • Strong analytical and report writing skills in English and Spanish
    • Familiarity with digital health policy, health data governance, or health system transformation is highly desirable

 

Timeline

The consultancy is expected to take place from May 18 to June 20 2026, with key in person activities during the week of June 8-12 in Mexico City. We expect the consultant to work 20 – 25 days.

 

Fee range

The fee range is USD 6000 – 7,000. Please submit a quotation that aligns with this established range. This consultancy is expected to take 

 

Payment Schedule

Payment will be structured as follows:

    • 50% upon contract signature (due 30 days after submission of invoice)
    • 50% upon submission and approval of final report (due 30 days after submission of invoice)
