Job Description: Digital Health Governance & Policy Manager

THE POSITION
The Digital Health Governance and Policy Manager role will work in the national coalitions team and will primarily support Transform Health national coalitions to effectively deliver their strategies in influencing national governments and policymaking for digital transformation. The role will cover the existing six national coalitions in India, Indonesia, Mexico, Ecuador, Kenya and Senegal. It will also support the other three national coalitions to be established in 2026.
In this role, the candidate is expected to demonstrate strong understanding of digital health technology and the ecosystem. This will not only support National coalitions to advance critical issues such as digital health transformation, health data governance, investment and, inclusive digital health governance but will also strengthen the quality of the Secretariat’s technical support to national coalitions on digital health. The role will work closely with the national coalition coordinating organizations in the existing and to be established three national coalitions, the national coalitions team, the broader Secretariat and other key stakeholders at the national, regional and global levels as will be demanded from time to time to advance Transform Health’s strategy priorities.
KEY RESPONSIBILITIES
A. Technical support to National Coalitions and the Secretariat on digital health (50%)
This role will provide digital health technical support across national coalitions focused processes ranging from landscape assessments, national coalitions strategy development, implementation, monitoring and evaluation. Working with the entire national coalitions team, the role is expected to be part of the regular monthly and quarterly calls chaired by the National Coalitions Lead and attended by the national coalition members.
At the Secretariat level, the national coalitions digital health policy advocacy coordinator in consultation with the Policy Lead and the National Coalitions Lead will be expected to play an active role in representing the organisation in priority digital health events and moments including the Global Initiative on Digital Health (GIDH), the Global Digital Health Forum (GDHF) and the Digital Health Week (DHW) among others. Importantly, the role will lead in defining and articulating Transform Health’s key messages and position papers on digital health including Artificial Intelligence (AI).
B. Support establishment and Management of three National Coalitions (30%)
This role is expected to support the National Coalitions lead in the process of setting up 2-3 new national coalitions. Upon establishment, the role is expected to manage these new national coalitions and Transform Health Senegal National Coalition. Specific tasks in this area will include:

- Technical support to the national coalitions in developing coalition strategies that align with Transform Health’s priorities including the Roadmap to 2030, ensuring the strategies are contextually relevant and impactful in strengthening digital health ecosystems at the national level.
- Manage the national coalitions to enhance stakeholder engagement to be measured by an increase in the number of engaged stakeholders in each of the national coalitions, demonstrated by participation in coalition activities, endorsement of initiatives, or collaboration on advocacy efforts.
- Building and strengthening policy advocacy, campaigns and communication links between the national and regional/global levels. The role is expected to help build the profile of the National coalitions beyond the national level.
- Act as the liaison between the project leads and the cational coalitions to ensure smooth engagement and implementation of activities such as coordinating monthly calls.
- Monitoring and providing critical analysing to work plans and budgets, reporting and tracking outcomes.
- Reviewing and tracking the cational coalitions monthly and quarterly M&E reports and ensuring that the milestones are on target.
- Ensuring that all legal, financial and reporting requirements are complied with and regularly updated as may be needed.
C. Capacity building for National Coalitions on digital health (10%)
Given the dynamism in digital health and AI spaces, the role is expected to work with the national coalitions team to design and execute capacity building plans for national coalition partners. In this regard, it is anticipated that digital health technologies will be integrated in the bi-annual online capacity building sessions as well as in the in-person joint learning forum that brings national coalition partners together to share experiences and lessons regarding their national coalition strategy execution.
D. Strengthening digital health technology links with policy advocacy on Health Data Governance (HDG), digital health investment and digital health transformation (10%)
The role is expected to closely collaborate with the policy team to ensure strong linkages between digital health technologies and related work on health data governance and digital health investment. In this regard, the role is expected to also build and cultivate impactful relationships with external and strategic partners including government ministries, departments and agencies, NGOs and other stakeholders to optimise this linkage.
The role is further expected to support the National Coalitions to align with and deliver on the critical components of the Roadmap to 2030 and to develop and execute comprehensive communication strategies that support delivery of the national coalition advocacy strategies.
REQUIREMENTS OF THIS POSITION

- Degree, preferably in a relevant discipline, e.g. social sciences, economics, global health, public policy, political science, communication, and international development.
- This role requires strong and demonstrated understanding of digital health technologies and the ecosystem at the national, regional and global levels.
- At least five years experience working with reputable regional and global organizations on digital health and technical support to countries in the global south.
- Experience in policy analysis, advocacy strategy development, implementation and monitoring and project management skills.
- Excellent interpersonal skills, with the ability to collaborate and influence colleagues and stakeholders at all levels and across different countries and contexts
- Excellent project management skills, managing work plans, timelines, learnings and reporting of sub-grantees and coalition members.
- Candidates based in low and middle income countries (LMICs) are particularly encouraged to apply.
- Experience working in health, digital/data rights or digital health contexts and with a variety of different stakeholders.
- Experience working in digital health, data and universal health coverage (UHC) and a good understanding of the national and international context as it relates to digital health and UHC would be an asset.
- Fluency in English and proficiency in one or more other languages (French, Spanish, Swahili, Bahasa Indonesian and Hindi) preferred.
CONTRACT TERMS AND REMUNERATION
The Digital Health Governance & Policy Manager will report to the National Coalitions Lead with a dotted line to the Deputy Director and Policy Lead. While the tasks outlined in this job description constitute the core areas of work, additional responsibilities may be delegated from time to time by the supervisors. There are no direct reports to this role and it is widely expected to work through influence and collaboration with National coalitions and the Secretariat.
The successful candidate will receive a 1 year contract with a possible extension (dependent on funding). The contractor will be expected to work 42 hours per week and will be entitled to 25 days off, observations of Swiss public holidays and 5 days sick leave per annum.
The salary for this role ranges between USD 60,000 to USD 80,000 per year depending on experience. Successful candidates are responsible for managing their own taxes and other statutory requirements.
