Terms of Reference: Transform Health Policy Committee

Background

Transform Health, a global coalition of more than 230 organisations, across 65 countries, supporting the enabling environment for the equitable, inclusive, sustainable, and rights-based digital health transformation to achieve universal health coverage by 2030. To support this vision, Transform Health is inviting Expression of Interest  from partners and independent experts to join its Policy Committee, which plays a critical strategic and advisory role in shaping the coalition’s policy and influencing work.

 

Purpose of the Policy Committee

The Policy Committee is set up by, and reports to, Transform Health’s Executive Committee. The Committee is advisory in nature and provides strategic guidance to support the coalition’s overarching goals. 

The Committee is responsible for:

    1. Overseeing and reviewing coalition policy priority areas, including making suggested changes as needed.
    2. Providing strategic guidance and policy/technical input into the development of global and national coalition policy outputs and initiatives (including frameworks and tools, e.g. digital health investment taxonomy, digital health curricula, Health data governance tools).
    3. Providing thought leadership and strategic guidance to help define, shape and review the coalition’s medium and long term policy priorities, ensuring strategic focus and responsiveness to emerging global and national developments and trends.
    4. Reviewing progress towards the Transform Health Roadmap to 2030 and recommending actions for collective impact. 
    5. Guiding annual coalition sharing and learning forums.

Membership Structure 

The policy committee comprises: 

  • Partner Organisations (and Representatives)
    • Up to 15 partner organisations (each organisation may appoint up to two representatives – one primary and one alternate).
  • Independent Members
    • Up to three independent individuals (who are not representing any organisation) may be members of the Policy Committee.
  • Transform Health Secretariat
    • Participate as observers and technical contributors.

Roles and Responsibilities of Members 

Policy Committee members are expected to:

    • Attend and actively participate in quarterly meetings
    • Contribute strategic, technical and policy expertise 
    • Provide input into coalition outputs and initiatives 

Membership Terms 

Length and terms of appointment:

    • Members are appointed for a two-year term
    • Members may apply for a second term by submitting a new Expression of Interest. Following a second term, they will need to leave a one year break before reapplying for a further term. 
    • Co-chair terms are limited to 2 years and not extendable.

Desired Profiles 

Transform Health seeks a diverse and balanced Policy Committee with the following attributes:

    • High-level representation and leadership expertise
    • Experience in policy/policy making, advocacy, influencing
    • Strategic thinking
    • Expertise in digital health, health data governance, digital governance, AI, legal frameworks and other related areas 
    • Research expertise
    • Representation across: civil society, youth, and women-focused organisations is encouraged
    • Global, regional and national mix, with geographic distribution
    • Commitment to gender balance and geographic diversity
