Terms of Reference: Website Development and Management Agency (Transform Health Website)

Details of work required

Transform Health is a global coalition of organisations dedicated to achieving health for all in the digital age. Transform Health sets out to build a global movement that brings together organisations and institutions across different sectors, committed to achieving universal health coverage by 2030 by expanding the use of digital technology and increasing access to data. We campaign and collaborate with the individuals, communities, governments, organisations and institutions that are most affected by the lack of access to equitable, affordable and high-quality healthcare.

Transform Health is seeking the services of an experienced website development and management agency to support design, development, improvements, and maintenance of the complete Transform Health website (wordpress website).

 

Expected duration: 

These services should be offered for an approximate 14 month period between ~1 April 2025 and 31 May  2026 

 

Scope of Work

Ongoing (suggestions and actions to resolve the identified challenges) 

Conduct a deep review of the build quality of the website to identify any gaps or challenges and recommend and implement suggested actions to address and resolve these challenges. 
UI/UX assessment April 2025 (initial assessment) 

Ongoing (suggestions and improvements to user flows) 

Conduct a comprehensive site review and assessment. Offer detailed suggestions for improving user flows and navigation across the website. We further need to think about the flow and display of information the viewer sees – this has to be compelling to encourage people to stay on the website longer and come back again. 

 

This is an iterative process, and needs to be ongoing to also take into consideration the development and launch of new pages and sections on the Transform Health website.

Strategic partnerships / initiatives page  July 2025 This page will contain a summary and list of all partnerships / initiatives that Transform Health is a part of. This would include approximately 6-8 key partnerships / initiatives that need to be displayed.

Development of Annual Report 2025 April 2026 Create a mini-site for the Annual Report 2025, as per the finalised report content shared by Transform Health. Offer suggestions for visualisation and navigation of the web report. 

Create a downloadable PDF version of the web report as well. 

MAINTENANCE
Hygiene checks (broken links / buttons, minor content and resource updates, other issues and challenges), analytics, website updates

Optimisation of the website across diverse screens – desktop, laptops, mobile, tablets

*Please note a more detailed description for the categories: 

  • Website Assessments would entail conducting a deep and extensive review of the website build quality and the UI/UX flows for suggesting and implementing improvements. 
  • Improvements would entail improving an existing webpage on the Transform Health website, based on the suggestions included in the TOR. These could include changing the structure, order, orientation, content, navigation, and so on for an existing webpage. We would also be open to receive additional suggestions from the vendor (beyond those listed in this TOR) to help enhance and improve the webpage further. 
  • New Design and development would entail a fresh design concept; complete mockup / staging site development (including the perspective of enhancing UI/UX flows) for review and updates; and final integration along with adaptations for different breakpoints (desktop, tablet, mobile, etc.) for launch. 
  • Maintenance would entail conducting regular hygiene checks and suggesting improvements for live web pages; monthly analytics reports for the website with insights and summary; and website updates upon request of the client. It would also include optimising the website for multiple screen types – desktop, laptop, mobile, tablet, etc. 

 

Timelines 

  • RFP published: 7 February 2025
  • Deadline to submit proposal for consultancy: 7 March 2025 
  • Consultancy start date: ~1 April 2025

 

Qualifications and experience

  • A qualified website design, development and maintenance website with profiles covering key aspects for the project deliverables – including but not limited to full stack web development, graphic design prowess, UI/UX expertise and so on.  
  • Proven experience in website design and development for at least 5 years; experience working for non-profits or in the social impact sector is desirable.
  • Extensive experience working with WordPress websites. 
  • Strong proficiency in HTML, CSS, JavaScript, and relevant CMS platforms.
  • Experience with responsive design and mobile-first development.
  • Knowledge of SEO best practices and web accessibility standards.
  • Excellent communication skills and ability to work collaboratively with the project team.

    1. A detailed proposal outlining your approach to executing the required deliverables for this project.
    2. A topline workplan / timeline of achieving the project deliverables. 
  • 2-3 recent and relevant and recent past samples of similar work/websites
  • Total remuneration for delivery of the project between USD 13,000-15,000 depending on experience and team make-up.
