Request for Proposals: Facilitator for mid-way strategy meeting and validation of the Roadmap to 2030

Introduction

Transform Health is a global coalition of 215 organisations dedicated to achieving universal health coverage (UHC) by 2030 by harnessing digital technology and the use of data. We campaign and collaborate with the individuals, communities, governments, civil society, the private sector and others, particularly across the six priority countries where we have an established presence, Kenya, Senegal, India, Indonesia, Mexico and Ecuador.  Our three objectives focus on:

    1. Building political will and creating an enabling environment for digital health transformation.
    2. Strengthening health data governance nationally, regionally and globally.
    3. Increased and better coordinated investment for digital health transformation.

The Coalition is committed to promoting youth and women’s participation and leadership in the digital transformation of health systems and to ensure their concerns and needs, as well as those of marginalised groups are adequately addressed. Our youth engagement is driven by our youth network (Young Experts Tech for Health) that brings together young people and organisations from across our six priority countries and beyond.

We are looking for a seasoned facilitator with prior experience engaging stakeholders as part of a multi-stakeholder coalition for a one day workshop to validate the Roadmap to 2030 and to co-create and refine the coalition’s strategic objectives (Transform Health’s strategy) to deliver against our goals over the next 5 years of the sustainable development goals.

The workshop will be split in two, the morning will focus on reviewing and validating the Roadmap to 2030 and a discussioning how we organise ourselves as a coalition and more broadly to progress towards the milestones. The afternoon will be dedicated to a review of the strategy, with a focus on the strategic objectives and the modalities for collaboration to reach these.

The expected outcomes from this 1 day mid way strategy and validation workshop is to:

    • Seek input and validate the action agenda of the Roadmap to 2030 by coalition members and partners.
    • Agree roles, responsibilities and key actions of coalition partners/members to take the Roadmap forward.
    • Re-define/confirm Transform Health’s strategic objectives to respond to key trends in the digital health enabling environment and the role of the coalition in driving the Roadmap to 2030.
    • Consider and reflect on how the Roadmap interacts and complements other global initiatives, such as the delivery and renewal of the Global Strategy on Digital Health.

Annex: Agenda for the day

Background

The Roadmap to 2030: Health for All in the Digital Age outlines the priority actions, milestones, and collective commitments needed to advance equitable, inclusive, and rights-based digital transformation for health over the next five years. Co-created through a broad, multi-stakeholder consultation process, the roadmap is grounded in the coalition’s principles of equity, inclusion, empowerment, rights and partnership.

It will be publicly launched on Universal Health Coverage Day (12 December 2025) as a global call to action for governments, civil society, the private sector and donors to align behind a shared vision. In advance of this launch, this Coalition Mid-Way Check-in Meeting will serve as a critical milestone to validate the final action agenda and ensure it reflects coalition priorities, secures collective endorsement, and positions partners to play an active role in its promotion and implementation.

Objectives of the Convening

    1. Take stock on where we are and where we have got to
    2. Validate the final version of the Roadmap’s action agenda and 2025–2030 milestones.
    3. Secure visible coalition endorsement of the Roadmap prior to public launch.
    4. Align on launch plans for UHC Day and identify opportunities for coalition mobilisation.
    5. Strengthen collective accountability and ownership for post-launch implementation.
